Hatteras Island is one of the better dog coasts on the East Coast — because nearly all of it is National Seashore, where leashed dogs are welcome year-round, instead of town beaches with summer bans. Here's the real rules, the hazards nobody mentions, and where to stay.

Nearly every beach on Hatteras Island is Cape Hatteras National Seashore, managed by the National Park Service. Their rules, not a town's:
All of it, leashed, year-round. The Avon bathhouse access off Ocean View Drive has parking and outdoor showers — useful for rinsing a sandy dog before the car.
Miles of open sand and almost nobody on it in the off-season.
Shallow, calm, and warmer than the Atlantic — better for dogs that aren't confident swimmers. The Salvo Day Use Area is an easy public access.
Keep clear of the kiteboarding launch zones at Canadian Hole on windy days — lines on the sand are a genuine hazard.
An ORV permit lets you drive out and set up with shade, water and your own space — arguably the best dog setup on the island. Leash still required.
Never leave a dog in a parked vehicle on the sand; it heats faster than you'd expect even with a breeze.
Leashed dogs are allowed on seashore trails and the lighthouse grounds — though not inside any building. Buxton Woods has shaded maritime-forest walking, a relief on a hot day.

White sand in July gets hot enough to damage pads within minutes. The back-of-your-hand test works: if you can't hold it on the sand for seven seconds, it's too hot for a dog. Walk early morning or evening, and remember the sand stays hot after the air cools.
Roughly March through August, sections of beach close for shorebirds and sea turtles. Dogs are excluded entirely from posted areas — not just leashed-and-careful, but out. Closures move through the season, so check current NPS conditions rather than last year's map.
There is limited veterinary presence on Hatteras Island and the fuller options are up in Nags Head or Kitty Hawk — an hour or more from Avon, and longer if NC-12 is closed. Bring vaccination records, a photo of your dog, and any medication. Know where you'd drive before you need to.
If you have any flexibility, October through April is dramatically better with a dog. Sand temperatures are safe all day, crowds are gone so a reactive dog has space, the surf is cool enough for swimming without heatstroke risk, and rental rates are at their lowest.
